Major W. Arthur Cunningham was a United States Army’s 165 Infantry member during World War I. Major Cunningham, a Forest Hills resident, ran successfully as a Republican for the New York City Controller position in 1933. Cunningham discovered that the city was deeply in debt and lacked the funds to repay its debts after being sworn in. Cunningham also discovered that the city had fallen behind in collecting property taxes from landowners. According to Cunningham, the city must collect delinquent property taxes, and the property tax rate will most likely need to be raised in order for the city to stay afloat.
